March 2009

Assistance for Members with underground tanks with new regulations

New legislation for sites containing underground petroleum storage systems (UPSS) commenced mid-2008. The MTA recognises that some of the new requirements are expensive and arduous, particularly the requirement for groundwater monitoring wells, which could costs tens of thousands of dollars to install before the required point in time of June 2011.

The Service Station Association, which is affiliated with the MTA, has been lobbying the Government regarding this legislation and has also established business links to help MTA Members to implement various aspects of the legislation.

The MTA is currently surveying Members to ascertain how many Members are affected by the new legislation (if you have not completed the survey please contact MTA or go to the Green Stamp website and click on “Latest News”).

Full details of the new requirements are available on the MTA’s Green Stamp Plus website – www.greenstamp.mtansw.com.au in the “Information Guides” section.

1) Environment Protection Plan (including Loss Monitoring Procedures) - DUE 1ST JUNE 2009

TEMPLATE AVAILABLE

The Department of Environment and Climate Change (DECC) has produced template folders which the MTA can post to you at no cost. These templates will assist you in putting together an Environment Protection Plan that covers everything that is required. Contact Sophie Luttrell at MTA NSW on 02 9213 4231 to organise for a template to be posted to you.

EPP and LOSS MONITORING PROCEDURES
The SSA has secured companies that will offer Member discounts for putting together your EPP for you and/or running a loss monitoring procedure that meets the legislative requirements. The companies are:
• Fairbanks
• Geologix
• Gilbarco
• Leighton O’Brien
• Petrolink
If you are interested in obtaining a quote please fill out the information below and return it to the SSA. These businesses will need to receive your applications early in order to ensure that your requirements are met by the deadline.

2) Information and quotes on Groundwater Monitoring Wells – DUE 1ST JUNE 2011
If your site is deemed to be “sensitive” you will need drilling and installation of Groundwater Monitoring Wells by June 2011. In the Expression of Interest (below) you can request your name to go on a list and the Business Partner can contact you when moving rigs around the country to reduce mobilisation costs.

If your site is not on a sensitive zone (this can be determined on the DECC’s website or call MTA for assistance) then you can apply for an exemption from this requirement.

download: expression of interest form and fax back to SSA on 02 9420 2255
